ALBACORE AND STREAKER OPEN
The Organising Authority is Bartley Sailing Club.
NOTICE OF RACE
1.Rules
i.Competitors should note that Bartley Sailing Club implements the RYA Racing Charter and that they will be required to undertake to sail in compliance with the Charter, details of which can be found at the front of the RYA Rule Book (Racing Rules of Sailing 2016-2020).
ii.All racing will be governed by the rules as defined in the Racing Rules of Sailing.
2.Eligibility and Entry
i.The regatta is open to all boats of the Albacore Class, and the Streaker Class, boats must also comply with the rules defined by Severn Trent Water Authority and Bartley Sailing Club. All entries must be members of Merlin Rocket Class Association. Competing helms and / or crews shall be temporary members of Bartley Sailing Club.
3.Fees
i.The entry fee will be £15.00 for the Albacore fleet and £10 for the Streaker fleet, payable at registration. Registration will be open at 0900 in the clubhouse.
ii.If a competitor withdraws before pre-registration closes, they will receive a full refund. If they withdraw after this date, they will receive no refund other than in exceptional circumstances.
iii.If the event is cancelled by the organisers prior to the fleet launching all competitors will be offered a free transfer to a rescheduled date, or a refund (minus a small admin fee).
4.Schedule
i.The schedule of racing is: Race 1 start 1100 Race 2 back to back. Race 3 and 4 will be back to back after lunch.
ii.The race formats will be decided on the day and sailors notified at the briefing to be held at 1030.
5.Sailing Instructions
i.The Sailing Instructions are available on the club notice boards and available when signing on.
6.Scoring
i.At least 2 races are required to be completed to constitute a series or an event.
ii.Points will be awarded to Helms according to each boat they sail.
iii.When fewer than 3 races are completed a helms series score will be the total of their race scores.
iv.When 3 or more races are completed there will be 1 discard available.
7.Prizes
i.Prize giving for the series races will be presented at the prize giving presentation or at the end of the event.
8.Disclaimer of Liability
i.Competitors are entirely responsible for their own safety, whether ashore or afloat, and nothing reduces this responsibility. It is for competitors to decide whether their boat and its helm and crew are fit to sail in the conditions that they might find. By launching or going afloat competitors confirm their boat is fit for those conditions and that they are competent to sail and compete in them. Nothing done by the organisers can reduce the responsibility of the owners and or competitors, nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of taking part in the racing. The organisers encompass everyone helping to run the event and include the organising authority, race committee, race officer, safety officer, patrol boat personnel and beach masters. The provision of patrol boats does not relieve owners and competitors of their responsibilities.
9.Insurance
i.Each participating boat shall be insured with valid third-party insurance with a minimum cover of £2,000,000 (two million pounds) per event, or the equivalent.
10.Covid 19
Competitors must make themselves fully aware of Bartley Sailing Club Covid 19 requirements and the relevant UK Government rules and guidance in place at the time of the event.

2021 ALBACORE AND STREAKER OPEN SAILING INSTRUCTIONS
1.0Rules
1.1 The event will be governed by the "Rules" as defined in The Racing Rules of Sailing,
the appropriate class rules and these sailing instructions.
1.2 Bartley Sailing Club has adopted the R.Y.A Racing Charter.
2.0Notices to Competitors
Notices to competitors will be posted on the official notice board located outside the OOD hut.
3.0Changes to Sailing Instructions
Any changes to the sailing instructions will be indicated by displaying International code flag "L" and two sound signals at least 20 minutes before the advertised start time. Changes will be shown on the notice board outside the OOD hut.
4.0Signals Made Ashore
Signals made ashore will be displayed on the flagpole adjacent to the OOD hut. Signals made afloat will be from a flag staff mounted on the Committee boat.
5.0Schedule of Races
There will be 4 races. The start for the first race will be at approximately 11.00, followed by another race back to back and then break for lunch. Races 3 and 4 will be run back to back after lunch
6.0Signing On
Competitors must pay the entry fee and sign on before the first race.
7.0Class Flags
Class flags will be: Albacore International numeral pennant "6"
Streaker International numeral pennant "8"
8.0Course
8.1 The number of rounds to be sailed will be displayed on the course board on the committee boat or may be displayed on the notice board at the OOD hut.
8.2 The course will be displayed on the Committee boat or Notice board at least 5 minutes before the start of the race. The course displayed on the committee boat will be shown with numbers indicating the marks in the order that they should be rounded and with a green or red background to indicate which side the mark should be left. The course if displayed on the notice board will be diagrammatic with a written sequence of rounding.
8.3 When an alteration to the course is made, two sound signals will be made and International Code
Flag Numeral Pennant "2" flown.
9.0Marks
The normal rounding marks are numbered 0 8 anti-clockwise around the lake. Mark 0 is between marks 8 and 1. There are 3 additional marks Mark's A, B and C located down the centre of the lake with A closest to the dam. Odd numbered buoys are Blue, even numbered buoys are Orange, buoy number 0 is green. And buoys A, B and C are Black. Temporary marks may be used and will be Yellow cylinder buoys.
10.0The Start
10.1There will be separate starts for Albacore and Streaker.
10.2The Albacore fleet will start first using Rule 26 with the warning signal made 5 minutes before the starting signal. The Streaker fleet will start 3 minutes after the start for Albacores with a Streaker warning signal and class flag being flown at the start for the Albacore fleet. The start sequence for Streaker class changes Rule 26.
10.2 If there is a General Recall for the first fleet, the whole sequence will recommence approximately 1 minute after the General Recall. flag is lowered.
10.3 The starting line is defined as the line between the mast on the Committee boat flying an orange flag and the outer starting mark. The outer mark will be a yellow cylinder buoy.
If shore-based start is used the starting line will be as displayed on the notice board at the OOD hut.
A limit mark may be laid adjacent to the Committee boat. Limit marks are marks of the course. No
boat shall pass between the limit mark and any part of the vessel it guards after the preparatory signal.
10.4 A boat starting later than 4 minutes after the start will be scored DNS.
11.0Change of The Position of The Next Mark
To change the position of the next mark, the race committee will move the original mark (or the finishing line) to a new position. The change will be signaled as per the RRS before the leading boat has begun the leg, although the mark may not yet be in the new position.
12.0 The Finish
12.1 A shore-based finish line will be between the flagstaff flying a blue flag and a mark of the course or a yellow cylinder mark laid for this purpose.
12.2 Finishing at a mark. When flag S and a blue flag are flown from the mast of a Committee boat not under way, the race
will finish between the mast of that Committee boat and the nearby rounding mark.
12.3 Any competitor retiring from a race must inform the OD at the earliest opportunity.
13.0 Time Limits
Boats failing to finish within 30 minutes of the winning boat will be scored Did Not Finish. This changes rules 35 and A4.1.
14.0 Protests and Requests for Redress
Protest forms are available at the OOD hut. Protests shall be delivered there within 30 minutes of the last boat finishing the race.
15.0 Scoring
The low point scoring system of Appendix A will apply.
16.0 Safety Regulations
Adequate personal buoyancy shall be worn by all crew members whilst afloat. Inflatable type
buoyancy must be worn inflated. Wetsuits do not constitute adequate buoyancy.
17.0 Equipment and Measurement Checks
A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to shore for inspection.
18.0 Disclaimer of Liability
Competitors participate in the event entirely at their own risk. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the event.
19.0 Insurance
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £2,000,000 per event or the equivalent.
